Overview
The Temporary Help Agency (THA) application is a public-facing government portal designed to regulate the THA and recruiting industry. This initiative was launched in response to new amendments to the Employment Standards Act and includes comprehensive vetting of applicants, penalties, and ministry enforcement.
I led the design efforts to build the product from the ground up, achieving design delivery and user testing within 2 months and releasing the MVP in just 4 months. This project successfully hit the KPI target by launching the licensing product to approximately 8,000 THA and recruiters.

Problem
The government identified that some employees of Temporary Help Agencies (THA) were being exploited and their Employment Standards Act (ESA) rights violated. Similarly, some recruiters of foreign nationals (EPFNA) were exploiting workers by withholding passports and charging illegal fees. To better protect these workers, an application was developed to regulate the recruiting industry.
Research
I conducted user sessions to understand the confusion among THAs and recruiters regarding the new licensing requirements. Incorporating user feedback, I collaborated with business stakeholders and the product team to iterate on the design. We further tested user flow and verbiage to validate the solution.
Solution & Design
We partnered with a vendor team to adopt a Salesforce SaaS solution. To align with the Ontario Design System, I worked closely with the vendor's frontend developer to customize existing components, ensuring an optimal and consistent user experience.
